It seems like anytime I open a window on Google Chrome my CPU usage spikes to above 80% and often times hits the 100% mark. It happens with AOL too. It seems anytime I do anything CPU spikes. Open Microsoft Word, it spikes to like 95% at least for that moment it's opening. Should that be happening? Never happens on my desktop. Actually I almost never reach 100% CPU on my desktop...

But here are my specs.
Windows Vista Ultimate (in case you're thinking this... I have the same OS on my desktop, so that may reduce the possibility... or not.)
HP HDX 16
Intel Core 2 Duo CPU P8800 @ 2.66 GHZ
4062MB RAM
DX10
Geforce GT 130M

Let me know if anyone has any ideas or wants/needs more info. Thanks.

P.S. This computer didn't have any problems for the first few months. Then I went to college, signed on to the supposedly secure campus network and the computer got the blue screen of death (supposedly a virus even with anti-virus software and no problems on any other computers and no strange website....) Fixed. Hasn't worked as well since then. Has been restored... twice... In an attempt to figure out what was wrong, figured out hard drive was going bad. That got replaced. Still really hasn't gotten better. So I'm willing to take any suggestions aside from "buy a new computer"

Well, the first thing that passes through my mind is an application. Try closing the unneeded ones one by one and monitor your CPU usage at the same time. You can use the Task Manager for that purpose just watch out for the system processes.

There usually isn't a specific application taking up the massive chunk of CPU. The only thing I noticed was that when Chrome was open it goes up a lot (but it doesn't show it as Chrome)

I have a virus scanner... so if it was/is a virus it's something pretty sneaky
