IS it possible to power up a motherboard that has no cpu installed but has the cpu power connected?

I ask this since my computer wont start when the power is plugged in for the CPU, both when the cpu is installed and not.

No. Your issue could be the power supply, cpu support (may need a bios flash for your cpu), bad board, etc. To get a post screen, you need the cpu/heatsink, at least one stick of memory, and the monitor connected to the video port.
