WinMgmt error how to fix it?

I keep getting a WinMemt error..when I get this my computer will stall for a second or two..It will make the noise for a second or two similar to when you plug in something to a USB port, this hurts my online gaming badly, I play LoL.

Windows Cannot detect the error from what I can find. I have game booster and it shows up there can I delete this file?If so how would I go about doing it!?
