Windows Explorer Startup

I have been trying to find information on how to make
Explorer open to a specified folder. I do not want to
change just a shortcut -- I know how to do that. I want
it to work from Start>Run>Explorer or the 'Win + E'
keyboard shortcut as well. I assume there is a registry
entry for that, but it isn't the Shell Folders like I
thought it would be. You help is greatly appreciated!
