When i powered on the cpu it will take 15 min to start

Hello,

when i press the power button in Cpu . The HDD LED and Power LED will starts blinking randomly and after 15 min the CPU will start. Anyone can help me is it the problem in SMPS or Motherboard

Hard to say what the issue is based on the information you've provided.

I'd reset your bios by removing the motherboard battery for a while whilst the machine is off, say for 5 minutes. Then replace the battery and attempt to power the machine on.

If that doesn't work try reducing the amount of components in the motherboard to the bare minimum i.e. remove additional PCI/e cards, hard drives and use only one stick of RAM.

Lights don't blink "randomly"... it should be consistent blinks...
