Changed motherboard/cpu, getting error

I just upgraded my motherboard and got a new CPU for it (different socket) and now when booting up, windows 7 says there an error and asks me if I want to continue or repair. If i continue, it shows windows 7 loading, gives a blue screen for 1/4 of a second and reboots. If i go to repair it says it cannot repair and gives this error:

  1. I just read that if changing motherboards windows 7 will have to be reinstalled because it binds itself to the motherboard its installed on. Is that true?
