Can\'t update my ati radeon 4350 graphics card,screen turns to vga resolution an

I've downloaded the update file from http://ati.amd.com for my graphics card(ATI RADEON 4350) but can't update my ati radeon 4350 graphics card,screen turns to vga resolution and says "the catalyst control centre is not supported by the driver version of your enabled graphics adapter.please update your ATI graphics driver,or enable your ATI adapter using the displays manager." I don't know what to do.please help me.

Hello, I don't mean to go off topic, but I can't really find any other forums about my problem.

I have a fairly mid-range Computer.

OS:
Windows 7 Ultimate SP1 (Should be 64-Bit but I have it at 32-Bit)

PROCESSOR:
Intel Pentium Dual-Core E5200
@2.50GHz 2.00GB RAM

MOTHERBOARD:
GIGABYTE GA-EP43-DS3L

VIDEO CARD:
ATI Radeon HD 4350

DISPLAY:
23" acer AT2326M LCD 1080p Monitor (HDMI - DVI) 60Hz


My Desktop Resolution is 1920x1080 which doesn't underscan but when a game loads with the resolution at 720p it does underscan
but the strange thing is when I apply 720p on the desktop it will scale to full panel size.

ALSO THE GPU SCALING OPTION IS CONSTANTLY SET TO (SCALE TO FULL PANEL SIZE)

SORRY IF THIS ISN'T VERY DESCRIPTIVE.
