Motherboard will not power up when power is pressed

Motherboard will not power up when power is pressed, power supply is fine, power works when green wire is shorted to black and when pluged in to motherboard but will not stay on, the owners son tried to upgrade the graphics card which i the over loaded the motherboard, i do not want to install a hard on/off switch to make it stay on when needed, he had the card pluged in to another board that now has problems, trys to boot up but no video.

The PSU may be functioning as you say, but is it powerful enough (ie providing sufficient wattage) for the new graphics card? That's often overlooked when upgrading or adding PC hardware.
