Turn my 2233rz monitor (22inch) to a 17inch with 800x600 fullscreen

I mean can i play a "fullscreen" 800x600 resolution game in a 17 inch monitor size(with the black bars around it)?

i can already play at 4:3 resolution with 4:3 aspect ratio what i really want is a the screen to only show a area equal to a 17 inch monitor like small square in the middle black all around so 800x600 is represented like in a 17 inch(smaller less strectched) instead of a 22 inch
