FX-4100 idle at 50C in BIOS - is it safe?

I just completed my new build and turned on the computer. The fans were super loud, so in the BIOS, I set the fan speed to automatic and then it prompted me to set the temperature, so I set the temperature to level 7 (50C/122F). I'm just wondering if this is safe, because when the fan is at 100% at level 10 all the time it is really loud and annoying.

One possibility that I've heard is that the CPU always runs at 100% in the BIOS and won't under clock itself when not in use to get lower temperatures.

It seems a bit hot.
You may need to reseat the heatsink.
Also turn on cool and quiet.
But yes, in the bios, there is a higher than normal temperature (from a certain load and no energy saving features enabled).
