4 beeps on new Asrock motherboard, no video, just moving fan.

I'm assembling a new PC, all I get is four beeps and no video. All I get is the cpu fan moving and 4 beeps.
Motherboard: asrock Z68 Pro3-M
Micro: Intel core i5 3450 3.1GHz.
RAM: 2 sticks DDR3-1600 CL9 4GB.

I'm testing with only 1 stick of ram with the same result and without anything else connected (no hard drive, no case fans, no cards, nothing else). I've checked voltages with a multimeter and they're all OK.

I'm thinking of reseating the cpu and resetting the bios using the switch, but I don't know if this makes sense, I'd like to see what you folks think.

It's the RAM. Get another RAM from somewhere. If that doesn't work either, then there's something wrong with the mobo.

I've taken the mobo to the seller and he said there's something wrong about it. I'm waiting for a solution.
