I have a BT USB dongle which is connected to my PC with a short 2ft
USB cable. This gives me enough length to lie the dongle down on the
desktop next to my monitor.
Consequently, I don't seem to be getting the range I was expecting
from BT.
Would I get better reception if I mounted the dongle vertically (stuck
high up the wall) and away from the monitor?

If being by your monitor means having no direct line of sight from it to the
other device, then yes it would be better high up in the wall. Less
obstructions is always a good condition.
