Ga-970a-ud3 and 1600 ram

hi to all. first time user here but fairly well versed with building up hardware.

i have just build a machine with a ga-ud3a-ud3 rev 1x, using 4 x 2gb sticks of g-skill ripjaws for my ram, they run at 1600mhz as stock.
when i did the initial win7 instal, it instaled 1st part ok, but when it rebooted, it would not start up on the screen. i had to poer it down by the button.i used xms3 ram as i had a hunch it was a ram issue. it booted up straight away but i have had to downgrade to ddr3 1333. i dont overclock, i like things to run at intended stock speeds.
im using the phenom ll 965 cpu. although this is a 970 chi, im a bit annoyed as i took out my newly aquired asus m5a99x-evo board because i didnt like the temps it was pushing out. it has the first f1 bios still, i dont beleive bios update will fix it as i dont like doing that although to be fair, gigabyte's bios update naver failed me in the past.
i have a spare fx4100 cpu but cannot fit it to this board without updating the bios.
the ram is f3-12800cl9d-4gbxl

First, running 1600Mhz RAMs at 1333Mhz is not overclock.. (underclock maybe, shouldn't rise up cpu temps)

What temps you're getting?

ben, you didnt read my post, i never mentioned that dropping ram speed is overclocking, i know its underclocking. on the gigabyte board i have low temps which is good, my asus boards runs at temps of around 60 degrees standard. is this a 990fx heat issue on the chipset do you think.
