Really bad CPU spikes, Please help

Hello all, I am encountering serious cpu spikes while idle, but also while playing games and even opening Google chrome. I never used to have these problems and it was very fast always, but recently they have been occurring and I really do not want to reformat. please any idea why theses spikes are happening?

rry bout the long list, sometimes people find they can see whats wrong in it. nothing says its running very high, and when it spikes it says it is "system.exe" that has very high cpu usage.
