Hey, I am a bit computer savy, but can't seem to figure this out.
I just bought this new card Radeon HD 5450, and for the life of me can't seem to figure out why my computer doesn't boot with it installed, before that card, I used a nvidia 9400gt and a 6200gt which both worked fine. The interesting thing is I had a sapphire x1550 256M 64-bit card, which basically disables my computer from booting as well. The fans come on slow for a bit then kick up to high speed and it remains that way until I either hold down the power button or unplug it. I get no post message, no beeps no display on monitor. Have tried unplugging the psu and holding down the power button, reset the cmos via jumper, change ram positions and also remove them(pc speaker beeped), unplugged HD and cd rom drives to no avail.

stock board (soon to be upgraded)
Intel Pentium 4 516 Processor (2.93-GHz, 1-MB L2 cache, 533-MHz FSB)
PCI Express x16 slot on PCA
2 gb ram
2 hard drives 500gb and 1tb respectively
650 watt cosaire powersupply
