Sticky Thread clean up.

It might be time to clean up some of the less useful sticky threads in some forum areas.
A couple candidates:
Hardware - Homebuilt Systems: Poll: What is a midrange price for a build? and New Section: New System Build
Hardware - Graphic & Displays: The Short List: the Best Gaming Videocards for the money
