How to choose a psu

my friend wants ti buy a new pc..but currently he is experiencing power problems like low voltage and high voltage problems..i told him to buy a ups to protect his system is there anything he could do with a psu..will psu protect his system from heavy voltage fluctuations..if it is true pls suggest some very good 450-500w psu's

Almost anything by Seasonic, Corsair, and Antec depending on availability.

A good surge protector, notice the word good, will fix a lot of voltage spikes. Droops on the other hand can only be fixed with a UPS. A good PSU will be able to regulate internally so that the power going to the components is at the specified level. I would figure out where the problem is, at the wall or at the psu?

i have a antec true power 500watt in my older pc, and 650watt in my new pc,works well for me,core I5 2500k..gtx 560ti..asrock pro p67 mb
