Best Single Slot Video Card with a 250 watt PSU

My friend has a terrible lenovo Dual-Core Celeron 1.5ghz, 2gb ram, 250gb hdd, that he wants to play relatively old games with.
His monitor resolution is 1024 x 800 so games should run pretty well on an ideal graphics card.
The problem is that he doesn't want to spend more than 50$ on one.
His PSU is also a problem at 250 watts.

I was wondering if he can play games such as team fortress, total war, age of empires, portal, WoW on his system with such a poor cpu clocked at only 1.5ghz on a desktop.

Any suggestions would be helpful. Thanks in Advance!

The HD 5570 will give much better peformance and use less power than the HD 4650 and can be found for ~$60.

but i think thats overkill for a system that is goin to play on 1024x800... he just wants to play games smoothly....im pretty sure the 5570 is too much...for his needs anyways...hes trying to get the cheapest card that is goin to work for him....i dont kno how cpu depnedent some games are...but its mostly the gc that runs the workload

im not sure how much of the difference the power draw is between the 4650 and 5570...but I have a slim tower dell with a 220w psu running a 4650 just fine...so i dont believe the psu willl be as great as a problem than i thought

A HD 4650 would hardly be able to max out all games at that resolution, and a Hd 5570 would be such a boost in performance over one, using less power, also, here is one for $50 with Rebates :

Or even a HD 5670 which will even better performance, maxing out all games at that resolution for $55 with Rebates, it also comes with a free game (CivCity, worth $30) :

Well, I can see that "maxing out" all games isnt the priority for my friend in this situation. I know that the 5570 is a amazing card for low wattage psu...but its a matter about price and its ability to run games at medium settings. My friend doesn't really care about "maxing all the settings"... its a matter of being able to play the game with no hiccups and decent frames...he's kinda tight on money so that was the key point in this proposal. Besides... he not going to play the latest DX11 games on the market...he's playin 3-4 year old pc games that still use DX9 ... at a laughable resolution of 1024x800. Thnx for your eagerness to help out. With all respect, the 5570 is the best card for this situation...its just a matter about the cost...(he's a 16 year old with no money)

You could go for it, but if you want the cheapest way out, my bet is a 5450, it'll surely run on a 250w.

lol...try explaining it to a frugal console gamer like my friend...he doesnt have interest in pc gaming anyways so its kind of a win win situation...he just wants it for a small selection of games he wants to play namely team fortress and total war

hmmm... 5570 appears to drain 10 less watts compared to the 4650. its probably a great difference in low wattage psu. I was looking at the 5450 as a serious option actually. It is the most cost-efficient alternative to run older games at 1024x800 with low power draw, no fan, slient heatsink, and there WAS a 15$ rebate. Too bad its overdue by a week.

heck...it even runs left for dead almost maxed out at 46 frames at 1280x1024!

I say just go for the 5450 512mb DDR3. It'll most likely play with really good settings at that resolution, of course AA is not an option.

why is AA not an option? at such a low resolution? i think there is a problem with the cpu bottlenecking the gpu though...

AA would reduce the frame rates to unplayable on a HD 5450, and the CPU will not bottleneck any of the cards mentioned in this thread.What i don't get is, if your saying "Try convince my friend to get this", when you first mentioned the HD 4650, why not get the HD 5570, heck,you could lend your friend $4.

lol...not bad of an idea....i guess it can work out tho the rebate for 10$ ends in 9 days....so he has to make up his mind fast
