New build fan is making a loud whirring noise

hey guys, just finished building my first PC. i bought the hyper 212 + for the cpu fan and i have the asus v3 gen 3 (no pro)

the fan makes a very loud noise whirring/buzzing. I thought this fan was supposed to be very quiet?

Also i bought Kingston HyperX 8 GB 1600 Ram, the motherboard says it's 1300?

Any help would be great?

If the fan's bearing is defective it won't be quiet.

Contact Cooler Master and ask them to send you a replacement fan or return to your vendor to have it exchanged for a working fan.

is there any troubleshooting steps I can take before I call it defective. It is a brand new unit, straight out of the box.

Just because it's straight out of the box doesn't mean that there can't be a manufacturing defect.

Test the fan by itself and see if it's noisy.

You can always buy a new fan of the equivalent size and with the same connector. Heck, you can even buy two fans and use them in a push-pull configuration for even better cooling performance, if you have enough space for the second fan.
