What is the exact error message?
Was anything previously installed on the HDD?
Or you have left your existing OS for dual boot?
Have you performed partitionning by FDISK and formatted your HDD using Win98 StartUp floppy?
How many partitions? Which one is active?
When clean install, it's better to enable boot from CD in the BIOS, and run setup by booting from Windows CD. Then delete partition(s), create partition(s), format and install when prompted.
