If not then suggest another card around the same price range as the 6790.My Rig is a
i3 530 2.9ghz
dh55tc motherboard
2gb ram
400w power supply(going to buy a new one along the card)

Best solution

At that resolution the 6790 would do quite well, and would probably max out just about everything. (Crysis, Crysis 2 with DX11 patch and hi res textures and Metro 2033 notwithstanding) If you do plan to game on Windows 7 though, you're definitely going to need more RAM. 2 GB usually isn't enough to game on Vista/7.

At that reosultion the 6790 would do very well but you are limited because of your CPU.At lower resoultions the graphics are processed more from the CPU than the GPU.

I agree with supernova1138,get some more RAM and you should be better.

4G should be fine. Most games only use 2-2½ gigs.

so the RAM is my bottleneck

Yes and no.
2G of RAM isn't a lot and you could do good by getting more but your frames are still limited by your CPU.Most games utlize a quad core. The more powerful your CPU is at lower resoultions the more frames you will get.

What games are you looking to play?

An i3 530 actually won't be a serious bottleneck for most games. When tested with an HD 5850, it didn't bottleneck that particular graphics card on most titles, the 6790 is weaker than the 5850 so there shouldn't be a bottleneck issue under most circumstances. However, if you are interested in playing some of the more CPU heavy games like Grand Theft Auto IV, or Battlefield: Bad Company 2, yes a dual core CPU may cause a bottleneck. If you are interested in those games, or want to make your system more ready for some future titles, you may want to consider getting a quad core CPU at some point.

2gb ram isnt enough for some games in win7. and i agree the i3 isnt much of a bottleneck.

I didn't mean bottleneck. The CPU won't bottleneck the 6790 but I meant to say you are limited to how many frames you will get because it's a dual core.

there are very few games that really benefit from more than 2 cores, but yes there will be some exceptions, but you should still see ample performance in all games with that cpu i would assume.

I would be very nervous with a 400 watt power supply when using a card as potent as the 6790. I'm guessing that the minimum wattage should be in the 600 watt range. You know what can happen, with the system, when you start stressing the power supply.

You should easily be able to max out Revelations and Fifa but you will probably only be able to play BF3 on medium settings.
