Pls help.....pc upgrade

i ve a pc with config p4 processor,3gb ram 667mhz,his g31 motherboard,psu iball 400w
after adding 64bit 1gb gt 430 graphics card i m experiencing lag while opening
explorer windows or assessing my dvd drive (system hangs for moment)
i want to know that is it because of my low end cpu or psu,or there is some other problem?
i ve seen that my laptop with config amd turian x2 with onboard hd 3200 256mb & 3gb ram plays games
better than my desktop
what upgrade can i do to play games @ min requirement,

I would bet that it is the CPU. P4's have high clocks, but don't really do much work per clock cycle. Also they are single core. A modern OS (vista, win 7) pretty much expects at least a dual core for smooth operation.

Upgrade to a core architecture CPU. You can find them quite cheap on Ebay. I would recommend an E6600, or similar.
