Can i get better performance from my current setup?

Hi and thanks in advance for any response and time taken to read this. Jan 08 I bought a gateway Q6600 PC, it was pretty much bare, I got tired of making my own and like the convenience and polish of a pre-built. So I upgraded the memory to 3gb (it came with 1) and the GPU to an 8800GT. Recently my friend let me borrow his GTX2600, so I went and bought a really good 550W PSU. Also, I did a dirty upgrade of win 7 x64 on top of Win 7 x32. This was when i first noticed performance issues, games would take extra long to load, and it wasn't due to the HD, the HD would be completely idle. But in game perf definitely was better, I wanted to give the card back to my friend so I bought a GTX560 (on a budget). I noticed a slight increase in performance however the issues remain, in game even if I'm not moving, I get massive pauses, and it "hiccups" in places its seems unlikely to be the videocard.

Ive read that the q6600 can be OC'd and should still be fine for games, would the memory be an issue, seeing as I only have 3gb? I was thinking of getting a new HD and doing a clean install of windows and 6gb of memory. My goal is to improve performance and hold off on rebuilding/buying a new pc until end of 2012. However I do would like to improve the serious performance issues I'm experiencing.

Less than 300.00, considering at this point I would need to purchase memory and a HD ( i currently use 2 a 250 and 500 both 7200). This would end up being only a 100 and something more. Would this be an upgrade, can't find a chart that compares this cpu to eh q6600...
 

Yes it is an upgrade http://www.anandtech.com/bench/Product/53?vs=289 but the PSU might not be the best

Thanks, I did a little research before we lost all power here in S.Cal and you are correct, the Gateway Bios apparently won't allow it :(. If I bought that combo, I would swap the PSU i have now, which is a 550w true power. Thanks for the replies. Weighing options..
