First budget gaming build, need some help!

Hey guys. So I've tried asking this before and got some great answers but my price range has gone up slightly. I have around $700 with a max of $800 although I'd like to stay as low as possible without sacrificing performance. I'd like to run the games listed below at max as well as have some wiggle room for upgrades. Also, I do NOT need a monitor, mouse, keyboard, or OS.

Games: WoW, Star Wars: The Old Republic, Mount and Blade: Warband, Shogun Total War 2 (all total war games), Possibly Skyrim. And I may start getting into some FPS games and other RTS and RPGs.
