Does the XFX 6850 Black Edition consume less power than the 5830

My rig is:

i3 530 2.9ghz
dh55tc motherboard
4gb ram
Acer x193 hq 1366x768 lcd
HP dvd 1260
400w psu (going to buy a 500 or 600 one along the card)

If your 400w psu is a quality unit, you won't need a new power supply.

A 6850 is not really a upgrade from a 5830 though.

I dont own either of the cards yet and my psu is a generic one so I will have to buy a new one

what make and model of PSU do you currently have? it may be enough to run a 6850.
