Does your power supply unit have a combined +12 Volt continuous current rating of 36 Amps or greater and with at least two 6-pin PCI Express supplementary power connectors?
If your PSU can't even meet the required minimum combined +12 Volt continuous current rating then you'll have the exact problem you've described.
