APs - for roam and limit speed

Hi everyone!

i need to install few APs like 8 of them .... big house
and i want to configure them so each client (guest or not) that enters will have the speed of download 100 kb/s and uploading 20 kb/s.

and need to roam them

what kind of brand/model must i buy to have those options ?

any help will be appreciated

I don't know of any SOHO equipment that will allow you to limit the connection speed.
