Wrong cpu speed

hi to all i'm using intel E5700 3.0Ghz processor with windows XP SP3 but the problem is in System Properties it's show as first core show as 3.00Ghz and other core show as 1.20Ghz but as i know they must be same.... my mother board is Foxconn G31 and it's support 45nm what could be the problem

Go into BIOS. Choose 'optimize defaults' then 'save and exit'.
