PSU is on but Computer won't boot

I would first attempt to reset CMOS by removing the battery from the motherboad (while computer is unplugged) for about 30 seconds.

If this is a new build it sounds like a short, if this has recently started happening on an already previously working build I would also suggest reset the CMOS and if that does not work I would suggest trying to start the PC with a new power supply as the unit itself may be the trouble part and not the system.
