Excessive paging/memory usage

Ok, I recently re-imaged SSD to windows 7 64 bit, scanned computer for EVERYTHING, and did memory test. No errors. But once the computer is on for about 15 min, my physical memory usage is through the roof. 7.3 GBs in use with no applications running! While investigating i found that there is excessive paging...which I guess explains the random hangups and shutdowns. My question is, could it just be the memory sticks have gone bad? What else can i do?
