Xp automatically istalling drivers

Is there any way to get window's xp to not automatically
install it's own driver's when a new piece of hardware is
added, or you remove your video card from the device
manager and reboot, and it automatically tries to load
drivers?

If you don't want XP to find drivers for installed devices, physically
remove them..

That is because these devices are Plug and Play. Read here about how Windows XP deals with these devices.
