PSU, motherboards, or what?

Hi. Ok, this is weird. One of my rigs stopped working a few months ago. No POST, but the diagnostic phase lights on my motherboard (Gigabyte H55M w I7 870) would all light up as they should. No power to any of the fans either. I determined the Cooler Master power supply was defective after testing in another computer.

After an extremely unpleasant encounter with Cooler Master's customer service, managed to RMA it and received the new PSU and same problem, but I've also noticed a distinct BEEP coming from the power supply itself the first few times I powered it on - not a squeal, hum, buzz, etc. but a definite, clear BEEP. I don't know if that has any relevance but I thought I'd mention it, since I've never experienced anything like this.

I've tried removing the GPU, memory, buzzer, coin cell battery, and clearing the BIOS. No luck. I'm leery of risking another machine with this new power supply.

Any ideas?

Well if it is dead it would still be dead if you put it in another known working system!
