First build, i5-2400 running at 1.6ghz?

so I recently built my first computer, but it is rather slow for some reason. I ran a program called Cpu-Z and it said my multiplier was at x16, or 1600mhz. It should be 3.1ghz or x31?

Does anyone know what the problem is? I took out and put back in the heatsink/cpu fan, but I am still getting 1.6ghz. I am using the stock heatsink.

....download prime95 or a program like 'heavyload' ...install and run the program (prime95 or heavyload) have it in a minimized window and open cpuz - you'll see that 1.6 go up --- this 'throttling' is a power/energy saving feature - keeps speed low and cool when extra performance isn't needed -- in the bios you'll see max speed values, in ghz, for each core, the comp uses when stressed - as a matter of fact i overclock my comp by bumping these core speed limits so that i get 4.5 ghz out of my 2500k when a load is on ( like gaming ) -- good luck
