ok, so I spent an hour writing because I want to ask a question as my PC is not working properly... IE crashed as I sent the first post (fortunately I saved the hour of work as I expected IE to crash as it does randomly) and now when I try to paste my question / problem, it says 'flood attempt detected. You cannot post this question'...
I'm not trying to flood this site :( I'm trying to post a problem :( any suggestions? Can I just wait for a few minutes and try again? Help :(

You should be able to post again after a minute or so. The crash might have caused the web server to think you are still submitting the first post and so won't let you submit another.
