Which would be a better buy/deal, a Galaxy GTX 465 for $100 or an openbox XFX 5850 for $120? :??:
And can you also recommend an ideal power supply for both of these cards that is under $60? :D

Depends if you trust open box items. I personally never even bother and just pony up for new stuff with warranties.

Yes I live in the US and are you sure that this power supply will be able to power either one of these cards? And do you think that I would have problems with the 5850 as its openbox?

What does "90% more texture packages" even mean?

Sorry, that 90% is just a vague number. It is actually (from the GPU Review link):
5850 has 72 (80) Texture units
465 has 44 (60) Texture units
So the 5850 wins there.
Also, the clock speed is higher, memory bandwidth is higher, pixel and texture fill rates are all higher on the 5850. Definitely go with the 5850 there.

Also, that PSU would be good enough as you require minimum 500W and it is 80+ Certified, though I would suggest having a little breathing room (600W+) in case you wanted to OC or upgrade later on.

They're different architecture so you can't compare apples to apples. Their performance is similar with the 5850 being slightly faster.

80+ certification has nothing to do with how much wattage a PSU can reliably output. Efficiency isn't even that important for PSUs compared to other factors like voltage flotations. There are many 80+ certified units that aren't really as efficient as they should be.

Without knowing the rest of the system you don't know what wattage he needs but it's highly unlikely he needs anything more than a quality 450W unit in either case.
