Some Europeans I know bought some Gamecube games here in the USA
and took them back to Europe, but they will not work.
So do Gamecube games have some region controls?

Yes, I beleive the 3 regions are:

- Europe & Australia
- North, Central & South America
- Asia

I don't know what region (if any) Africa & Antarctica are.

besides having the region controls on the games themselves, there's
annother problem. Say they bought a North American gamecube in order to
play their games, they would need to convert the NTSC video signal from
the North American Gamecube to PAL for the European TV.

Kruglor's Self Catching robots. Those were just confusing.

Yes. There is a hardware mod to switch between regions. There is also
the Freeloader Disc (also part of Action Replay) that lets you play
imported games.
This is easy to do between Japanese and North American games/systems; it
may be more complicated/impossible using a European system.
