you can step WAY back on the psu:

a pair of 6950s in crossfire with a i7-970 uses 479W under load:

I suggest the Antec Hard Core Gamer 750W PSU. at $99.99 its $20 cheaper and much more reliable:

the Hydro H60 is good, but similarly priced big air is just as good.
the Thermaltake Frio and Xigmatek Aegir both are cheaper and as good or better than the H60, without the risk of a leak.
