Is my Power Supply Bad?

I have a 435 watt power supply. I have an issue about it. There has a time the computer would not turn on, and after pushing the power button there has been a repeatedly whirring sound and it will not turn on. I decided to remove the power from my Dvd-rom (12v) temporarily and it has turned on! I am not sure if it only a timely.
So im here to clarify the volts that hwmonitor gives me. here are the voltages:
: CURRENT
CPU VCORE: 1.42 V
VIN1: 1.2 V
+3.3V: 3.28V
+5V: 5.00V
+12V: 11.65V
-12V: -7.62V
-5V: -4.68V
+5V VCCH: 4.89V

So there they are. I want to know if those voltages are in normal condition specially the +12 v

Within ATX specs which is +- 5%. Depending on program the -12 volt is usually of!
