is there a usb external cdrw that will work on windows 95b with usb support???

AFAIK USB is not officially supported under any version of 95. I recommend upgrading to Win 98 SE and avoid Win ME. You could also try www.google.com and do a search there.
I've said this before - unless you really need to have an external CDRW get an internal one instead. They are faster and cheaper. Plextor's 12/10/32A is the best drive on the market IMO, TDK's Velo CD isn't too shabby either.
