Whats causing this vertical sync problem

ok so i have an ati 4850 512mb that runs at about 80 degrees on average.

now i have a vertical rate problem, theres slight screen tearing/refresh rate issue even when a gaming isnt running.

i use a dvi to vga converter with my card since i dont have the right dvi cable to connect it .Could this be the issue?

that refresh rate tearing happens even outside game.
Refresh rate is 60 in Display Settings (Windows7)

i tried force vsync in ccc, doesnt help

It looks like some kind of interference with the card. What speed is the fan set to? Permanently setting your GPU fan to 100% is murder for that card. Make sure it's set to "Automatic".

I had a 4870 a while ago, it always felt like such an unstable card. Eventually traded it for a GTX260 216. I don't regret my decision for a second. :)
 


the card most likely fine but the fan lifespan will be short for sure. the problem with automatic fan control is the card will only ramp up the speed when the gpu core was already too hot. that's why it is better to use something like MSI Afterburner because you can set the fan curve in relation to gpu temperature
