Low GPU Usage GTX470

Hi I've recently been having some troubles with my PC. My temperatures were running a bit high for CPU and GPU (around 70-80C) so I purchased some canned air to get rid of some dust. A few days after this (thinking no result of cleaning damage) my graphics card started to give reduced FPS in LoL and SC2. I did some research and decided to upgrade from a 450W seasonic PSU to a 650W Corsair for some more power to my video card in case that was the issue. After installing the new PSU, rearranging cables for better air flow my temps are down, and there is more power available. However MSI afterburner is still maxing out at 30% GPU usage for League of Legends at 30% on low-mid range settings.

Here are my specs:

PSU: 650W Corsair Enthusiast
CPU: Intel i5 760 @ 2.8 Ghz
Mobo: MSI P55-GD65
Ram: 2x4gb GSkillz
Graphics: MSI GTX 470

try overclocking your processor to see if you get relative gains

hmmmmm.....but if it just started loosing fps.........i suppose its possible some damage occurred......

try uninstalling and re installing the latest nvidia drivers

But what damage could've occurred that would cause less GPU usage?
