Z77x-ud3h intel i5-3570 troubleshoot

Hello,
I bought Gigabyte Z77x-Ud3h and intel i5-3570k cpu. I built the computer, however, when I turn on the computer, the cpu fan does not run even though I put it in the cpufan. the computer keeps turning on and off repeatedly. When I took out the fan, the CPU was really hot when I run the computer. What is the problem?

make sure the 4/8 pin atx power is connected. and you did not use the 6 by 2 pci video power cable to power that plug.also check that you used the brass mb standoffs to keep the mb from shorting out. the other point it can short out is the i
o shield. i would try starting the mb outside the case and see if it posts. your cpu fan if the mb is working will power up 2-5 sec after a good post.
