1: I am upgrading a pre-built hp m9150f with spare parts. It comes with a 500w PSU and I was wondering if it would be enough to power these:

GTX 460
Asus rampage III forumla http://www.newegg.com/Product/Product.aspx?Item=N82E168...
I7 950 @ stock
2x2Gb RAM @ 1600mhz
2x 7200 360 HDDs
+Rosewill Challenger case fans (2x 120mm, 1x 140mm) http://www.newegg.com/Product/Product.aspx?Item=N82E168...

2: Would it be ok to pair a micro-atx psu with an ATX mobo if the case is ATX/Micro-ATX?

2. depends on what else you have attached to the ATX motherboard, and what the mATX PSU will deliver amps -wise.

Given the lack of a substantial price break for anything of lower wattage, when ya can get a 9.5 jonnyguru performance rated CPU for $60, why even think about anything smaller ?

I can't see using a microATX anything unless it's in a teeny box for portability .... will run hotter and .... look at the link below

In theory yes 500W is enough. In practice it may not be, especially if it's an old OEM PSU.
