CPU Fan will not increase after 1500 RPM Hyper 212

I just bought a 955 BE cpu and I have a CM Hyper 212+. I've installed speed fan and everything was working properly until a restart. What's happening is that i can't seem to get my cpu cooler to go more than ~1550 RPM whereas earlier it would max at 2000 RPM. Any ideas? No matter what I do the fan isn't going past that number. I've ran prime95 and even under that much load it is not making any difference. The percentage is set to 100% in speedfan and when I lower it that seems to be working just fine. My CPU is not overclocked and I updated the motherboard firmware to see if that would do anything.
