I think i overheated my graphics card and fried it the other day and my screen started to glitch out and then it froze.
When i start up my system sometimes i can get it into windows before it crashes and when i do it usually says that my video drivers have crashed when my comp crashes. but sometimes my screen glitches out right when i start my computer before the drivers load so i dont think its actually my drivers.
i don't know all that much about computer parts basically i just need a second opinion from some one more experience on whether or not its my video card.
here are some pictures of my screen

this ones the windows boot screen when it shuts down improperly

this ones of the uninstall programs page from the control panel

and if it is my graphics card these are the card and power supply i was looking at it would be great if i could get some input on them.

AMD phenom II X4 3.0 processor
geforce 8600GT
450 W rosewill power supply
ASUS m4a78 pro mobo

Let me just say beforehand thanks for any help anybody could give me much appreciated.

Yes, it does appear your video card is fried.

That card looks pretty good, and the PSU is actually a bit on the overkill, but I kind of like a little on the overkill side. It gives you room to add a 2nd one, and use the PSU in future upgrade/builds.
