Is this SATA power cable a defect?

Well i was looking at the SATA Power Cable to plug in an Optical Disk Drive. But i noticed on the black plug that goes into the CD Drive, is missing a volt wire. But on the white plug that plugs into power has four cables in it. This cable has 2 black, 1 yellow, and 1 red.

Is this cable a factory defect that wasn't spotted?

So you're using a Molex to SATA power adapter ?
