When I created a second user account, I cannot customize
its desktop so that it has its own program shortcuts
(however, it does customize for background, color, etc).
That is, if I create or delete a program shortcut on the
administrator's account desktop, the change also takes
place in the other accounts desktop. I thought each
users account desktop could be customized for all desktop
features- suggestions?

Place shortcuts that are to available for all user's into
Documents and Settings\All Users\Desktop
Place shortcuts for a particular user into their desktop folder:
Documents and Settings\<their name>\Desktop
