The Xbitlabs reviews shows that the fan speed varies between 2100RPM and 3400RPM.
Having an 8cm fan combined with those fan speeds leads me to believe that it is not a quiet PSU.

This would be a better choice (and my choice if it is powerful enough for your system) than the Silencer MK III at $60-70 apart from not being modular:

It is a good choice because it is a Super Flower Golden Green, which is known for performing well and has high build quality. It is likely to be quiet because it has Gold efficiency and Super Flower Golden Green based units are known for being quiet.

The Antec BP500U only has a 360W on its combined +12V rails. So the Rosewill is actually more powerful due to having 444W on its +12V rail. Bottomline: the 12V rating is more important than the number on the label.

If the unit has to be ~$50 (after rebate) then here are some options:

If you have a 6790 or under all you need is the OCZ ModXStream Pro 500W.
Unfortunately the 600W model is sold out.
I have two OCZ ModXStream Pro 600W = very good for the price.

Is the OCZ one quiet? I was also thinking about getting the Earthwatts 650 but it says " This product is available but currently we do not have stock. Order it today and we will ship when it's available. "
Since you have experience with NCIX, do you know how long it takes for them to restock usually?
 

If you're aren't in a huge hurray the Antec is a great deal.= i have no idea how long a product takes to be restocked.
I've ordered and paid for stuff that was supposedly instock before and waited 2 weeks for it=ordered more then one thing though, the rest of the order came within 3 days..
Had stuff the next day before too = which is amazing since i live in Ontario,Canada and it shipped out of B.C. by air.
Yeah OZC ModX's are really quiet.
The stuff ships out of L.A. for U.S. customers.
They package their shipments really well btw.= at least in Canada they do.
