CPU Power in CCC

What exactly is the CPU Power in the ATI Catalyst Control Center? I have a AMD Athlon X2 5200+ and the CPU Power is set too 1000mhz-2700mhz at the moment..

Shows the operating state of your CPU from the lowest to the highest state. When Idle it will go down to 1000mhz, while maxed it will go to 2700mhz
