Upgrade or downgrade

Hi everyone. My friends pc have 1.6ghz dual core processor. And he wants to upgrade his cpu to pentium d 4.3ghz (not sure what model). I heard pentium d is slow than core named processors but im not sure. Because pentium d have high clock speed than his dual core. I need to its upgrade or downgrade. Help

I suspect a downgrade! The Pentium4 can not keep up with a c2d based pentium dual core. http://www.anandtech.com/bench/Product/92?vs=70
